Scrooge McDuck is the main character of the 1987 animated Disney cartoon DuckTales. In the episode "Dinosaur Ducks", Scrooge and company wind up on an island with dinosaurs and prehistoric people. Some of the people are fascinated with Scrooge's hat and one of them takes it and wears it as his own.
Later, when the tables are turned, Scrooge is able to reclaim his hat. After putting it back on, Scrooge turns his back to thief and wipes his feet on the ground at him as if he were cleaning his spats on a doormat.
Adam and Josh found this amusing and turned it into a general purpose good-natured insult towards each other, often employed during revenge and/or to imply superiority. The act itself is known as "Scrooge McDucking".
